Denmark Bug?

I captured Denmark and Norway over 50 turns ago but the coastal artillery and Danish fleet never showed up. What event triggers this formation? Maybe I have to move a unit to a certain hex.

No. I'm sorry to say you've alighted on a real bug. For some reason the appearance of the units is timed from the German invasion of the USSR (148) instead of 149, the invasion of Norway & Denmark. Looks like the sort of careless typo that creeps in all-too-often. Sorry.
