It’s now Turn 13 of a DNO 3.6 game. The Germans are threatening Bryansk, so a couple of turns ago, I selected the Theater Option to evacuate this factory. But 2 turns later, I still can’t move it (the Unit Report shows it to be Reorganizing, and it can’t be entrained). Meanwhile, the Kiev factory has become available for rail movement, even though I have not yet selected the Kiev Theater Option. Am I missing something?
