Which units will be eligible for the board ship option once they reach an anchorage?
Is this some designation on a per unit basis or some sort of equipment? I'm trying to gather up as many units that can board ships as possible to make an amphibious landing. (not normandy though, this is the other way around, a german invasion of england).
I know about the seaborne movement allowance, but some units don't seem to be able to board ships even if they are at anchorage so I'm trying to figure it out.

This is totally dependent on your seaborne transport capacity. As long as you have the room, almost any unit will be able to be put on a ship. The main thing is that you cannot move and embark during the same turn...
I think maybe my problem is that in the unit report some units in Europe Aflame have an incredibly huge amount of equipment (980 Heavy Rifle or something like that).
I never thought about it before, but my lower strength units were able to board but not my higher strength ones.
Is Seaborne movement capacity only affected by events?

In EA it is affected by events. It really depends on the scenario. Some keep the same sealift all the way through...
Don't overlook that you can break units in half, ship them, and then re-join them. Thats one way to ship big units over multiple turns. :)
