Does anyone have any insight into the CAI file required for map creation?

What does the file do?

How is it built?

Compiled AI....

it's what the scenario maker creates when you load a map and choose whether or not to use the existing CAI file. It has levels from low to high that determine a lot of the AI pathfinding and time to analyze terrain for units.
