What penalty does either side get by this? I know about the Axis forts but are there any "special" or "early" releases of Axis units from a USSR DOW? And what about USSR units, are there any "early" or "special" units that come about by this?

This most obvious gain is the elimination of Barbarossa from the Axis TO's.

Note: Chuck, anything you say here will be take with a HUGE grain of salt :p

There are a series of reinforcements for both the Axis and Russians that are geared on the beginning of hostilities. Once the war has started, these timed arrivals begin.

In addition, ther are indeed extra reinforcements (reserves and so forth.. I think a few extra SS units as well.) that become available that are not included in the traditional campaign.

Each side will get the reinforcements they would usually get if the Germans attack the Soviets. There are also those pesky forts too that the Germans get.

Those pesky forts rock. Although it's still not worth giving up Barbarossa, at least it's some small consolation!
