Do multiple conditions have an 'and' or an 'or' relationship? That is to say, does any one condition becoming true trigger the order, or do all of them have to become true?

It depends...
In abort or phase end conditions, they have an 'or' relationship.
In phase order execute conditions, they have an 'and' relationship.
In abort or phase end conditions, they have an 'or' relationship.
That was my understanding. But I'm not sure that's still the case. For example, if I add a Time condition to the phase end conditions with an arbitrarily low hack, like 1 second, the phase doesn't end. Shouldn't that Time condition end the phase after 1 second elapses, regardless of other conditions?

I may have this backwards. It has been a while since I did a scenario and I freely admit that the documentation for the scripting AI leaves alot to be desired. It is on my "to do" list.
I will experiment with it and get back to you.
Based on my own experimentation, I find:
1. Sustain orders: AND
2. Phase End: AND
3. Abort: OR
