What does the supply number on the unit’s organization table represent? The booklet states that it represents a units ability to distribute supplies; so is it a fixed percentage a unit can absorb of the available “force supply” or what?

It's one of a number of multipliers by which the base supply level of the hex is adjusted by, in the automatic bookkeeping phase's supply check. Thus, if by all of the other parameters, you should receive x supplies, then the formation supply level s, will adjust this to resupply rate to x*s.

There was a good post by General Staff, quite some time ago, that dealt with supply in depth. I'm too lazy to try to search for it, though... ;)
