So How Do Theatre Options Work?

At the risk of exposing my stupidity and/or laziness to the world, I'm wondering if any of the experienced scenario designers out there would explain to me the event string for theatre options. I don't understand what's in the manual, or in the 'Evil Ed Guide' from TDG.

Lets say I want to set up a TO to give increased shock for 2 turns. Would it look like this?

Event 100. Theatre Option 1. Activated by Turn XX. Activate Event 101.
Event 101. News Only. Activated by Event 100.
Event 102. Shock 1. Activated by Event 101. Delay 1. Value 120.
Event 103. Shock 1. Activated by Event 101. Delay 3. Value 100.

And even if this does work, how can I make the TO available over multiple turns, say from turn 20 to turn 30?

Advice would be appreciated.

Event 103. Shock 1. Activated by Event 101. Delay 3. Value 100.

Once the TO appears it will remain available, but if what you want is to have the TO reappearing, you will have to program several TOs with exactly the same text.
