Kraut - In DnO some citys have no factorys but still cause a % replacement reduction as noted behind the city name (Minsk, Odessa), other citys have a factory but no additional note behind the city name (Bryansk, Kalinin).

Then there are citys, that have a factory and a note behind their name (key conscript citys) (Kiev, Stalino), does this mean that the soviet player gets a penalty for evacuating his industry and another for the actual occupation?? In case of Kiev, does he gets 2x 10% penalties ??

Did we ever get an answer to this?

I think I made it pretty clear in the notes. Cities have up to four areas of effects:

1) actual VP value on the map
2) replacement % reduction for enemy occupation (representing local manpower levies)
3) replacement % reduction for dismantling or destruction of factory in said city (armaments obviously)
4) EEV increase on a sliding time scale, representing a larger strategic morale issue.
